Want to start a small food stall, what license and permit I actually need?

Planning to sell nasi campur from a small stall, maybe a gerai or food truck. Confused about all the permits, health card, council license etc. What's the real checklist to start legally without kena tutup? Small budget only.

Ran a gerai before, here's the real checklist. (1) Business registration with SSM, a sole proprietorship is cheap and fast to register online via SSM's system, you need this for basically everything else. (2) Council licence (lesen penjaja / lesen premis makanan) from your local majlis (DBKL, MBPJ, MBSA etc), this is the big one, they inspect location, cleanliness and may have zone rules for stalls and food trucks. Fees vary by council and stall type. (3) Typhoid injection and food handler course (kursus pengendalian makanan) certificate for you and any workers, this is legally required for anyone handling food, the course is short and cheap. (4) If you use gas, follow the gas safety rules. Start by going to your local council one-stop centre and ask for the food stall licence requirements for your exact area, because every council differs. Keep it small and legit from day one so you don't kena tutup. Confirm the exact list with your own local council, requirements really do vary place to place.

The food handler course (anti-typhoid jab + kursus) memang wajib, health inspector will ask. I did mine at a panel clinic, jab plus the one-day course, siap dapat cert. Don't skip it, kena kompaun if inspector datang and you takda. Also for SSM, if you register you can later open a business bank account and apply for stuff like the small business grants. Start proper, senang nak besarkan later.

Budget tip: SSM sole prop is very cheap yearly, the council licence is the variable cost, and location is everything. Don't just set up anywhere, unlicensed spots get chased by penguatkuasa. Some councils have designated hawker zones or food truck permits, ask about those. Also once your sales grow past the SST threshold you may have tax obligations, but at small gerai scale usually not yet, just keep simple records of sales from day one. Rezeki murah kalau start betul.
