Adopt don't shop, respect la for that. I got my two from SPCA Selangor in Ampang and also there's PAWS in Subang, both legit and the cats already vaccinated, dewormed and usually neutered. There are also many independent rescuers on Instagram and the PetFinder.my site who foster kittens and rehome them. What they check: they'll ask if you rent or own (some landlords tak bagi pets), whether the house is safe, whether you can afford vet and food, and some do a home visit or ask for photos. Small adoption fee is normal, usually covers the spaying and jab, not them selling the cat. Bring IC, be honest about your living situation, and you're good. Once adopted please neuter and keep it indoors, the stray population problem starts from unneutered pets.

I fostered before rehoming and honestly the shelter checking is a good thing, means they care where the cat ends up. Budget wise prepare for the first vet visit, litter, food and a carrier, maybe RM200-300 to start. Local kampung cats (kucing kampung) are super hardy and less prone to genetic issues than fancy breeds, so no shame going for a domestic shorthair. Mine is a rescued kampung cat, sihat gila 6 years now.

Alternatively just help the strays near you la, that also counts as adopting. I TNR (trap-neuter-return) the community cats at my flat, some got so friendly they basically my cats already. If you want to formally adopt, the FB groups like Malaysia cat adoption are active, tons of rescuers posting kittens daily. Just watch out for scammers asking deposit for a cat they will courier, never pay before you see the animal in person. Real rescuers happy for you to visit first.
