First, check the saman details online (MyEG, JPJ portal, or PDRM eSaman) - see the date, time, location and the recorded speed. If it is AES, you can request to view the photo evidence at the JPJ/PDRM office. If the plate wrong or it is clearly not your car, you got strong grounds. To appeal: write a formal appeal letter (rayuan) to the issuing authority (JPJ or PDRM depending on saman type), attach evidence (your travel records, toll timestamps, cruise control claim is weak alone though).
